Affixed vs. Non-Affixed: What "Permanently Attached" Means for Your Mesa Manufactured Home

| By Tricia Manara

Third question in my manufactured-homes series, and the one that trips up more buyers than any other. You found a manufactured home in Mesa you love. The price works. The lot is right. Then somebody drops the word "affixed" and suddenly you are not sure if you are buying a house or a really big car. Here is the plain-English version, because this one detail decides whether you are buying real estate at all.

What "affixed" actually means

Affixed means the home is permanently attached to the land it sits on. In practical terms: it sits on a permanent foundation, the wheels and axles are gone, and the utilities are permanently connected. Once a manufactured home is properly affixed to land you own, it can be treated as real property, the same legal category as a house you buy with a mortgage. That is the whole ballgame in one sentence.

Why lenders care, and so should you

The word lenders actually care about is "permanent." When a manufactured home is affixed to owned land and titled as real property, FHA, VA, and conventional lenders all have programs for it. You can buy it the way you would buy a site-built house, with a real mortgage, a real rate, and a down payment you already understand. That is the version of this market where the financing door swings wide open.

The non-affixed reality

A non-affixed home is still essentially a movable structure, sitting on blocks or tie-downs, with the ability to move still part of its character. Legally it is personal property, closer to a vehicle or a boat than to real estate. It gets titled through the Arizona Motor Vehicle Division, your financing options shrink fast, the insurance is a different and often pricier animal, and the buyer pool shrinks right along with it. You can even own the land under a non-affixed home and still have a mess, because the home and the land can be classified two different ways.

The East Valley reality

Here is where this gets real. Realtor.com currently shows nearly 1,000 manufactured and mobile home listings in Mesa alone, and the same story plays out in Gilbert, Chandler, and Apache Junction. I have personally marketed a substantial owned-land manufactured home here in Mesa, and the affixed question was the whole game. The home sat on a permanent foundation, wheels long gone, titled as real property at the county. That is exactly what made it finance like a house, insure like a house, and resell like a house, because it was one.

How to check before you fall in love

Three quick checks, and I run all of them before we ever make an offer. First, look at the foundation: a permanent foundation with skirting that is not hiding a set of wheels. Second, find the HUD data plate and the red certification label, usually inside a kitchen cabinet or near the electrical panel, which confirm the home was built to the federal HUD Code that took effect in June 1976. Third, check the title: real property is handled through the county recorder with a recorded deed and title insurance, while personal property is registered with the MVD. A deal that dies on the affixed question is a deal we should have seen coming.

This is the third deep dive in my manufactured-homes series. Start with the land question in land-owned vs. leased land in Mesa, then the age rules in 55+ vs. non-age-restricted communities, and the full picture is in our complete guide to land-owned manufactured homes in the East Valley, covering the 1976 HUD Code, financing, HOAs, space fees, titles, insurance, inspections, and resale.

When you are ready to find out whether a specific home is real estate or personal property, that is what I am here for. Message me or schedule a call, and we will run the affixed check together before you fall in love with the wrong one. Nice talking to you.
